Balance Reduction: Your spending balance is instantly reduced by the held amount so you don't accidentally overspend.
Approval / Settled Stage
Approval occurs when the merchant batch-processes their final receipts. The funds are officially transferred from your account to the healthcare provider. At this point, your portal status changes from "Authorized / Pending" to "Approved" or "Settled."
Troubleshooting Delayed "Pending" Statuses
If a transaction remains stuck in "Pending" for longer than expected, it usually indicates one of three common scenarios:
Canceled Transactions: The transaction was canceled at the register after the initial swipe, but the authorization hold remained.
Merchant Processing Lag: Hospitals, dental offices, or specialized clinics often wait several days to batch and finalize their transactions.
System Interruption: A temporary network glitch occurred during processing.
How Pending Holds Are Released: You do not need to call support to release a stuck authorization hold. If a merchant does not finalize the charge, Visa will automatically release the hold within 2–3 business days, restoring the funds to your available balance.

Terminated Account Status: Your coverage or account access has ended.

Email Notification: RMR automatically sends an email notification detailing the exact denial reason shortly after a decline occurs.
Online Portal: Log in to your User Portal and view your recent transaction details under the Cards or Activity section.

3. Canceling or Reversing Paid Transactions
Once an FSA or HSA card transaction has been finalized and paid to a provider, Rocky Mountain Reserve cannot directly cancel or reverse the card charge for you.
Steps to Correct a Finalized Transaction
Contact the Provider: Reach out to the merchant or healthcare provider directly and request a refund back onto your RMR benefits card.
Notify RMR: Once the provider processes the refund back to your card, contact RMR Customer Service.
Status Update: RMR will update the original transaction status in your portal from "Needs Help" to "Approved."
4. Disputing Fraudulent or Unauthorized Charges
If you notice a transaction on your account that you do not recognize or did not authorize, follow these resolution procedures based on the status of the charge:
Option A: If a Fraudulent Charge is APPROVED
You must act promptly and complete both required steps:
Step 1: Lock and Mark Your Card as Stolen:
Even if you still physically have your card, you must report it as stolen to prevent additional fraudulent swipes:
- Log in to your User Portal.
- From the Personal Dashboard, navigate to Cards on the left menu.
- Click Manage Card > Manage Card Access.
- Select Replace Card and choose "Card stolen" as your reason.
- Verify your mailing address and click Submit. A replacement card will arrive in 7–10 business days in a plain white envelope.
