FSA/HSA Merchant Category Codes: Where Can I Use My Card?

To ensure compliance with IRS regulations, your Rocky Mountain Reserve benefits card is programmed to only work at specific types of businesses. These businesses are identified by a Merchant Category Code (MCC)—a four-digit number assigned by credit card issuers (Visa/Mastercard) that classifies the merchant’s primary type of business.

If a merchant’s code is not on the approved list below, your transaction will be automatically declined.

Important Note on Retail Stores

When shopping at Grocery Stores (5411) or "Big Box" retailers, the store must have an Inventory Information Approval System (IIAS) in place. This system automatically identifies which items in your cart are FSA-eligible (like bandages or contact lens solution) and which are not (like groceries or household items).
